James Thomas or, JT, is the Supervisor of Code Compliance for our City. He is a sworn officer who leads the Code Compliance team which consists of 3 officers (JT included) and 2 administrative people. JT’s primary responsibility is to enforce all state statutes, such as the Florida Building Code, and municipal ordinances, such as trash, noise, and environmental protection. JT also assists in the review of site plans for the Planning and Building Department. Code Compliance also oversees the Vacation Rental Certificate program for the City and every two years, they inspect every short-term rental for safety. JT and Code Compliance are the liaisons for Waste Pro. In addition to the duties already mentioned, JT also presents all code violation cases to the Special Magistrate when those violations cannot be resolved in a reasonable time frame. Kim Charron, Code Compliance Administrator
Kim Charron is the Code Compliance Administrator and a sworn code compliance officer. She is responsible for tracking all code violations and preparing the agenda and case documentation for all Special Magistrate hearings each month. She also ensures that all written orders from the Special Magistrate are filed with Manatee County and maintains a database to track all liens and fines ordered by the Special Magistrate. Kim also works with JT and the City Treasurer to manage the budget for Code Compliance. In addition, she serves as the Public Assistance Coordinator for FEMA and is responsible for recovery assistance from FEMA after a disaster. Office: (941) 778-0331 ext. 254Nate Brown is a sworn officer and spends much of his time investigating and monitoring vacation rental advertising and ensuring that the short terms rentals remain in compliance with the City’s Vacation Rental Ordinance. He also performs the vacation rental safety inspections for the City. Nate also assists with maintaining a database for all vacation rental certificates issued by the City and is responsible for sending renewal notifications out each month. Nate has a long history in law enforcement and is a retired Missouri State Trooper, additionally Nate assists the police department with traffic control at the request of the Chief. Jayson Clayton is a sworn code compliance Officer. He is responsible for investigation and mitigating all environmental issues. Environmental violations can involve anything from illegal discharges, illegal dumping, compliance with vegetation (seagrass and mangrove) trimming rules and regulations, and proper silt fence installation maintenance and prevention at construction sites. In addition, Jayson is the City’s liaison with the Anna Maria Island Turtle Watch group. He monitors all beach front lighting and ensures all lighting is compliant during turtle nesting season and works to bring any violations into compliance to protect the sea turtles who nest and then hatch in our City. Jayson also performs vacation rental safety inspections and investigates all possible code violations. Cristin Carter is the Code Compliance Clerk and oversees all administrative activities in Code Compliance. She also manages the Vacation Rental Certificate (VRC) program for the City. Cristin monitors all vacation rental certificates to ensure that they are renewed on-time, all fees are paid, and she works with our stakeholders to schedule all inspections. She also works closely with Office Nate Brown to ensure that vacation rentals certificate holders are in compliance. Cristin assists in preparing the monthly agenda for the Special Magistrate hearing and ensures that all relevant documentation is ready and available for presentation at the hearing.
