Shannon Cooper (Lead Permit Tech) and Liz Cleary (Permit Tech) are responsible for the review of permit applications for all required information and documentation within our Building Department. It is their responsibility to provide information and guidance to the public regarding the permit application process as well as assisting applicants at the Building Department front desk counter. They monitor the progress of permits and verify the completion of the required reviews, notifying the applicant of approved permits and or additional documentation that may be requested from the plans examiner. Our permit techs serve as the liaison between the plans examiners and the applicants. If you have any questions regarding the permitting process please feel free to stop by and check in with one of our staff at the Building Department counter.
Madison Brown, Building Department Administrator

Madison Brown is the City’s Building Department Administrator & CRS Coordinator. Her responsibilities include overseeing the permitting processes, forms and online portal, assisting the permit techs with day-to-day duties as needed. She is also the designated record-holder for the department. Madison works with contractors and other industry professionals in the planning process to coordinate other members of the city staff for development review. As the CRS coordinator for the city she reviews Elevation Certificates and plans for compliance with the city Floodplain Ordinance and guidelines set forth by Florida Building Codes and FEMA. One of the key roles as the City’s CRS Coordinator is to oversee the CRS program for the city to ensure we are getting the best flood insurance rate discounts and keep our city resilient. Scott Drees, Building Inspector/Plans Examiner

Scott Drees is our Building Inspector and Plans Examiner. He is responsible for providing approval and/or denial of various permits and ensures the accurate recording of all permits issued. He Reviews proposed permits and plans for consistency with City Ordinances, Florida Building Codes. This includes driveways, roofs, swimming pools and any other construction within our city. Scott is responsible for inspecting construction projects for consistency with city ordinances, Florida Building Codes and other applicable codes and ordinances. In his role, it is Scott’s responsibility to establish and maintain an excellent working relationship with contractors and homeowners and offer advice pertaining to building code(s) and permits. He also assists the building official with plans review and other tasks related to plans and permits as needed.
Neal Schwartz, Building Official

Neal Schwartz is the City of Holmes Beach’s Building Official and Floodplain Administrator. Some of his responsibilities include conducting inspections of building construction for compliance with City Ordinances, Florida Building Codes and FEMA regulations, reviewing approved plans for consistency and compliance with City Ordinances Florida Building Codes and FEMA regulations, establishing and maintains good communications and working relationship with homeowners, architects, engineers, and contractors. Neal also oversees the day-to-day operations of the building department staff and assists at the counter and over the phone with questions ranging from permit requirements to proposed plans on new projects. As the floodplain administrator for the city, oversees that all construction and development occurring in the floodplain meets all applicable codes and regulations.
